Patrice Baptiste

Senior Advisor — Governance, Infrastructure & Institutional Strategy

Leadership is more than a title. It is perspective earned through decisions, responsibility, people and time.

Four Decades of Perspective

For more than four decades, Patrice Baptiste has worked where infrastructure, public institutions, education and community needs meet. Trained as a civil and sanitary engineer, his career grew far beyond technical work: he was repeatedly entrusted to help lead institutions, advise decision-makers and guide programs whose success depended on both sound engineering and sound judgment.

Leadership Tested at Institutional Scale

His path includes leadership as Director General of SNEP and CAMEP, service as Technical Advisor to the Directorate General of DINEPA, and national leadership of the UNDP-supported Rete Te Kenbe Dlo environmental initiative. Those responsibilities placed him in environments where decisions affected systems, communities and long-term development—not simply individual projects.

A Perspective Shaped by Many Tables

Patrice has worked alongside government institutions, communities and international development partners including the Inter-American Development Bank, World Bank, UNDP, PAHO/WHO and USAID. He also helped build knowledge for the next generation as a professor and researcher, founding director of the Public Works Technician Training Center, founding dean of Université Nouvelle des Antilles, and through leadership responsibilities within AIDIS.

What He Brings to LION

That combination gives Patrice a distinctive role in the Mastermind Circle. When LION considers growth, infrastructure or a long-term initiative, he brings the perspective of someone who has seen how organizations succeed, how institutions fail, and why governance, preparation and sustainability matter. His value is not simply what he knows—it is the judgment formed from decades of leading, teaching, building and advising.

“Build for today. Structure it to endure tomorrow.”
